Warsaw Summit 2025

The Tenth Three Seas Initiative Summit and the Seventh Business Forum were held in Warsaw, Poland, on 29 April 2025, hosted by the President of the Republic of Poland Andrzej Duda.

Poland chaired the Three Seas Initiative in 2024/2025 with the following priorities:

  1. Strengthening the transatlantic partnership;
  2. Summary of the decade of the Three Seas Initiative – working out recommendations for the future;
  3. Maintaining the exceptionally favourable external dynamics around the Three Seas Initiative;
  4. Strengthening the investment/financial pillar of the Three Seas Initiative.


In the pre-summit stage of preparations, the following activities were organized:

1. Diplomatic working breakfast hosted by the Undersecretary of State and Head of the International Policy Bureau of the Chancellery of the President of the Republic of Poland. The Ambassadors of the Three Seas Initiative states attended the event.

The meeting was held in the Belweder Palace on January 30, 2025. In the course of the event the priorities of Polish chair of the Initiative, as well as summit’s and business forum’s organizational details were presented

2. Inaugural meeting of the Three Seas Sherpas in an online format.

The event, inaugurated by Undersecretary of State andDeputy Head of International Policy Bureau took place on February 4, 2025. During the meeting, Poland’s priorities for chairing the Initiative were presented. The Sherpas’ work plan before the summit was also revealed.

3. Sherpas’ consultation meeting.

The meeting, attended by all the Sherpas except for representatives of Austria and Greece (these 2 countries were represented by diplomats from their respective embassies in Warsaw), took place at the Presidential Palace on March 11, 2025. The event was inaugurated by the Secretary of State, Head of International Policy Bureau. The program of the all-day meeting included: an expert debate with the participation of experts from OSW (Eastern Studies Centre) and BGK (Poland’s development bank), a courtesy meeting with President Andrzej Duda and a closed session, during which the Sherpas summed up the decade of the Three Seas format and developed conclusions regarding the future of the Initiative.

4. Negotiations on the text of the final declaration of the 10th Three Seas Initiative Summit.

In accordance with the work standard adopted for many years, the negotiations on the text of the final declaration of the summit were led by the Three Seas sherpas and took place in the form of online meetings. A total of 6 negotiation sessions were organized (27 March and 4, 11, 17, 22 and 28 April). 


The Summit

The programme of the 10th Three Seas Initiative Summit in Warsaw on April 28-29 included:

1. High-level business event with the participation of President of the Republic of Poland Andrzej Duda, Prime Minister of Croatia Andrej Plenković and US Secretary of Energy Chris Wright and representatives of the 3SI business community (Belweder Palace, April 28, 2025).

2. Official dinner for the Heads of Delegations and invited guests hosted by the President of the Republic of Poland Andrzej Duda and Mrs. Agata Kornhauser-Duda on the occasion of the 10th Three Seas Initiative Summit (Presidential Palace, April 28, 2025).

3. High-level discussion with the participation of Heads of State and Government of the Three Seas Initiative countries during the Three Seas Initiative Business Forum (Hilton Warsaw City Hotel, April 29, 2025).

4. Presentation of the Spear of Saint Maurice (the coronation insignia of the first King of Poland, Bolesław the Brave) to Heads of Delegations (Chapel of the Royal Castle, April 29, 2025).

5. Plenary Session (Great Assembly Hall of the Royal Castle, April 29, 2025).

6. Press Conference with the participation of President of the Republic of Poland Andrzej Duda,  President of Lithuania Gitanas Nausėda and Prime Minister of Croatia Andrej Plenković (Kubicki Arcades of the Royal Castle, April 29, 2025).

Political achievements of the summit

1. Text of the joint declaration after the summit [DOWNLOAD]

2. Albania and Montenegro joined the Three Seas Initiative as associated participating states, and Spain and Türkiye as strategic partners.

It was the largest expansion of the Three Seas format in its 10-years’ history.

3. Establishment of the Three Seas Innovation Fund.

4. Establishment of a working group for the establishment of a successor to the Three Seas Investment Fund.

5. Japan's announcement of plans to launch a JBIC (Japan Bank for International Cooperation) office in Warsaw in 2026, with competences responsible for operations in the Three Seas region.

6. Recommendations on the directions of development of the Initiative in the long term worked out at the strategic debate of the Three Seas Sherpas on 11 March 2025.

8. The Terms of Reference for Strategic Partners of the Three Seas Initiative document developed and adopted by the Three Seas Sherpas, defining the concept of a strategic partner and specifying the criteria for entities aspiring to the role of a strategic partner of the Initiative.
